GISA Chatbot: Bringing AI-Powered Public Services Closer to Indonesian Citizens

In 2020, Indonesia’s Ministry of Home Affairs introduced GISA Chatbot, an Artificial Intelligence (AI)-powered solution designed to make population administration information more accessible to the public.

GISA, derived from Gerakan Indonesia Sadar Administrasi Kependudukan (GISA), was introduced as a digital channel through which citizens could access reliable information about civil registration services without having to visit a service office.

AI for Faster and More Accessible Public Services

GISA was designed to allow people to ask questions through a conversational chatbot, similar to communicating with a service officer. The information provided was sourced from the Directorate General of Population and Civil Registration (Dukcapil), helping users access official and reliable information.

At the time of its launch, Minister of Home Affairs Tito Karnavian emphasized the importance of providing accurate information to the public:

“With Chatbot Gisa, people can ask questions as if they were having a conversation with an officer. Gisa will always provide accurate information sourced from Dukcapil.”

The chatbot covered various population administration topics, including procedures and requirements for KTP and Family Card (KK) applications, birth certificates, marriage registration, service fees, and other Dukcapil services.

Integrated with the AKUI Application

GISA Chatbot was developed through a collaboration between the Directorate General of Dukcapil and KORPRI and was made available through the Android-based AKUI (Aplikasi KORPRI Untuk Indonesia) application.

Beyond providing general information, GISA was also designed to provide more specific information about local Dukcapil offices, including service locations, officer contact details, estimated processing times, and other service-related information.

This approach was intended to make public services more efficient by helping citizens understand the requirements before visiting a service office.

As Minister Tito Karnavian further highlighted:

“With complete information, people can avoid going back and forth to service offices because they have incomplete requirements.”

A Step Toward Digital Government

GISA was initially launched during the COVID-19 pandemic to support online access to population administration services and reduce the need for face-to-face interactions. However, the initiative also reflected a broader opportunity to use AI and digital technology to improve the accessibility of government services.

By connecting citizens with official information through a conversational interface, GISA demonstrated how AI can support public-sector services by making information faster, simpler, and more accessible.

The initiative represents an early example of conversational AI being applied to government services in Indonesia, with the goal of bringing essential public information closer to citizens.
